Commissioner's Letter

Welcome to the District of Columbia Department of Insurance, Securities and Banking (DISB), DC's regulatory agency for the financial industries. I hope you find our website easy to navigate and content-rich.

DISB is dedicated to serving the consumers and the financial businesses of the District of Columbia. It is our goal to provide fair, efficient and effective regulation for the service and protection of the citizens of the District of Columbia, and to create conditions that attract and retain national and international insurance, securities, banking and other financial services businesses to DC.

My priorities as the Commissioner of DISB are:

  1. Continue the momentum of making DC a world-class financial capital by encouraging financial services companies, especially captive insurance companies and risk retention groups, to locate their operations in DC.
  2. Protect and educate our consumers on financial services issues, i.e. fraud and scam, by strengthening our investigation and enforcements statutes and procedures to make sure that companies who operate in DC abide by our law.
  3. Work with other DC government officials and businesses to develop innovative ways to address health insurance concerns of uninsured DC residents.
  4. Improve communication with the public on our services so we may better meet their needs.
